Dogwood Manor Apartments

Dogwood Manor Apartments is a $2.4 million housing facility, located in Oak Ridge, Tenn., which was completed by J&S Construction in June 2014. 

This 19,975 square-foot facility is owned by Dogwood Manor Apartments, Inc., a non-profit 501(c)(3) organization, and provides subsidized housing for very low-income elderly citizens at or above the age of 62. The Cumberland Regional Development Corporation acted as sponsor for this housing project.

This three-story building contains 23 one-bedroom units for residents and one two-bedroom unit for the facility’s on-site resident manager. Other spaces included in the building are a community room, kitchen, a laundry station, storage, a meeting room and seating area. In addition to compliance with building codes, this project was designed to comply with the U.S. Environmental Protection Agency’s (EPA) ENERGY STAR® Program, Version 3, Revision 5, and EPA’s Indoor airPLUS Program – which provides additional construction specifications to provide comprehensive indoor air quality protections in new homes. 

J&S Construction and ACHW (Adams Craft Herz Walker), the architect of record, collaborated throughout the design process to ensure the construction budget established was under the client’s required $107 per square foot.

State law in Tennessee Code Annotated § 67-5-207 allows property of Tennessee non-profit corporations used for housing low-income persons with disabilities or low-income elderly or handicapped persons an exemption when the property is financed under a qualifying loan from an agency of the federal government. The project was financed by the U.S. Department of Housing and Urban Development (HUD).

“This is our first experience working with J&S Construction,” said Anne Dunthorn, housing consultant, C F Systems. “During the development of this infrastructure, the inspector commented J&S Construction was the best contractor they had ever worked with. That states a lot about this firm.”
